Brazil's Fires Hit a 41 Year Low in the Amazon. What Changed?

Brazil burned less land in 2025 than in any year since 2000, and the Amazon posted its lowest fire total in four decades of satellite records. That is the headline finding of the second Annual Fire Report, published in July by MapBiomas, the multi-institutional platform that has tracked land cover and land use across Brazil since 1985 using satellite imagery.

Those numbers are impressive on their own. But the more interesting story, for membership bodies trying to make sense of where Brazil's headed ahead of and beyond COP30, is what's behind them, i.e. a policy change that seems to actually be working. By contrast, with Europe just coming off its worst wildfire season on record, it's a comparison worth noting.



Brazil's Fire Numbers, By the Biome.


According to MapBiomas Fogo, 12.7 million hectares burned across Brazil in 2025, roughly half the area recorded in 2024 and 31% below the country's historical annual average of 18.4 million hectares since 1985. The decline broke a recent run of expanding fire seasons and pulled the country back to a historically low level of burned area.


The Amazon drove most of that fall. Just one year after recording the largest burned area in the biome's history (15.8 million hectares in 2024), the Amazon burned only 3.1 million hectares in 2025, its lowest total in 41 years of monitoring. The Pantanal recorded an even steeper proportional drop, with 121,000 hectares burned, 85.6% below its historical average and the lowest figure ever recorded there.


However, not every biome improved. The Cerrado remained the most fire affected biome in the country, with 8.7 million hectares burned in 2025, 69% of the national total, even as it too sat below its own historical average of 9.6 million hectares a year, the highest of any Brazilian biome. The Caatinga was the only biome to buck the national trend entirely, burning 505,000 hectares, above its long-term average.


The 41-year dataset also shows how concentrated Brazil's fire problem is geographically. Nearly half (47%) of everything that has burned in the country since 1985 sits in just three states, Mato Grosso, Pará and Maranhão, and 15 municipalities account for 11% of the national total, led by Corumbá in Mato Grosso do Sul and São Félix do Xingu in Pará. Together, the Amazon and Cerrado account for 86% of all land burned at least once over the four-decade record.


The fire data lines up with a broader shift in Brazil's environmental enforcement. Official deforestation figures from Brazil's Ministry of Environment and Climate Change, drawing on INPE's PRODES satellite monitoring system, showed Amazon deforestation falling 11.08% in the twelve months to July 2025, its lowest level in 11 years, with the Cerrado down 11.49% over the same period.


Burned area showed similar results with the data showing a 45% fall in burned area in the Amazon, from 39,310 km² in the twelve months to September 2024 to 21,543 km² over the same period to September 2025. More recently, DETER deforestation alerts reported by Mongabay show a further 36% drop in the year to July 2026, the lowest since the current monitoring series began.

 


What's Driving the Turnaround?


Brazil's 2025 fire season data shows a marked improvement on previous years, raising a crucial question for anyone tracking the country's environmental trajectory. What changed? The answer isn't a single factor, but regulatory reform appears to be doing much of the work. A big part of this comes down to a specific policy change. In July 2024, after a severe fire season in the Pantanal, President Lula signed Law 14.944/2024, creating Brazil’s National Policy for Integrated Fire Management. The law makes a distinction between controlled burning for agriculture and prescribed burning for conservation, research and ecological management. Both require prior authorisation and management plans, while a new National Fire Management Committee, under the Ministry of Environment and Climate Change, was set up to coordinate efforts across federal, state and municipal governments.


It is the kind of regulatory change that looks to be paying off when looking at this year’s numbers. Though it is one to continue to monitor rather than assume it’s guarantee as a sustained trend.



Keeping the Trend Going.


Whether 2025 marks a turning point or a one-off will depend on what happens next, and Brazil isn't waiting to find out. With forecasters warning of a strong El Niño in 2026, a pattern that fuelled the Amazon's worst fire season in 20 years back in 2024, the environment ministry has raised its fire management budget to 1.023 billion reais (roughly $197 million), up 28% on 2025 and five times its 2019 level, while hiring 4,410 additional federal firefighters for the coming season.


Much of that investment is going into prevention rather than response. Ibama's Prevfogo programme, Brazil's main fire prevention and combat agency, has shifted more of its resources toward identifying high-risk areas before fires start rather than only responding once they're already burning. This sentiment is echoed by climate scientist Carlos Nobre, who has previously stated that roughly 98% of Amazon fires are started by people, which means they are also, in principle, preventable.

 


Turning Satellite Data Into Financing.


The accuracy of this data matters beyond Brazil's own borders, because for the first time, it's becoming the basis for what other countries get paid.


At COP30 in Belém in November 2025, Brazil launched the Tropical Forest Forever Facility (TFFF), a proposed $125 billion fund built on a simple premise. Pay tropical forest countries annually for keeping forest standing, rather than only stepping in once deforestation has already occurred, as most carbon credit schemes do.


More than fifty countries have already endorsed the TFFF, and sponsor commitments had passed $6.7 billion by mid-2026, on a path toward $25 billion in capital intended to eventually unlock up to $100 billion in bond financing for forest protection.

None of this is possible without data reliable enough to support the claim. Brazil is not only seeing fewer fires but is building the evidence needed for the change to attract real financial backing, which could, in turn, help drive further policy change.

 


What Could Europe Learn From This?


The contrast with Europe's own fire record is stark. 2025 was the EU's worst wildfire season on record, with over 1 million hectares burned across 25 member states, according to the European Forest Fire Information System (EFFIS), nearly double the 2006-2024 average. Almost half of that area burned in Spain and Portugal alone during a single August heatwave, with Germany, Cyprus and Slovakia also setting national records.


The European Commission responded in March 2026 with a new integrated approach to wildfire risk management, covering prevention, early warning and cross-border firefighting capacity, but it remains a coordinating framework layered across 27 separate national systems rather than a single, binding national law similar to what Brazil passed in 2024.


What stands out about Brazil's approach is how quickly it could be tested. A single national law set common permitting rules, created one coordinating body, and gave every state and biome the same legal framework to work from, and because the monitoring behind it was already robust, it took only two fire seasons to see whether any of that was actually working.

Europe has the harder technical capability. Its satellite system, Copernicus, is arguably more advanced than anything Brazil operates. What it lacks is the policy will to move as fast on the ground.


As an example, the EU Deforestation Regulation - an EU law meant to stop imported goods grown on illegally deforested land from reaching European shelves - depends on the same kind of plot level satellite verification Brazil already uses for its own forests. Yet it has now been delayed twice and won't apply to large operators until December 2026. Brazil's equivalent systems are already running and already shaping policy.

 


What This Means for Membership Bodies.


 For associations advising members on climate risk, land use or supply chain exposure to deforestation linked commodities, Brazil's 2025 fire data is a useful example of how policy can move quickly enough to matter. The 2024 fire management law produced significant outcomes within two fire seasons and is now feeding directly into a new international financing mechanism that treats standing forest as an asset rather than an externality. Associations should be helping members understand how policies like this one are likely to affect sourcing decisions, compliance requirements and costs across their supply chains.

 

It is also a reminder that positive headline figures warrant scrutiny, not just celebration. Shorter fire return intervals in the Amazon and the growing role of pasture fires on land bordering forests are trends that a single year’s total can obscure. They are also the kind of detail membership bodies need to consider when briefing policymakers on what progress in Brazil’s environmental data actually shows.
